PERFORM supported members of the Working Group on Allocation of State Funds and Thematic Areas for Top-down Research Projects to visit Swiss National Foundation and Estonian Research Council, as good examples of institutionalised management of state funds which provide excellence and relevance in science.
Members of the Working Group accompanied by representatives of the Ministry of Education, Science and Technological Development, Provincial Secretariat for Science and Technological Development and PERFORM had the opportunity to visit agencies for science and research in Switzerland July 28-30, 2015 and in Estonia August 03-05, 2015. Main topics of discussion were project evaluation, granting mechanisms, project reporting, and use of project results by policy makers.
Meetings with different actors in the research sector in Estonia were the window to the research system that underwent substantial transformation and managed to preserve and foster the excellence in humanities and social sciences. Learning about the transparency and availability of the information, and the flexibility of the schemes for junior scholars were the most valuable parts of the study visit to Estonia. – Jelena Kleut, Researcher and Teaching Assistant at the Faculty of Philosophy, University of Novi Sad
